BY-LAW #1
Membership in the HALTON AMATEUR RADIO CLUB shall be open to anyone interested
in Amateur Radio. Application for such membership shall be in writing and said
membership shall be granted upon such terms and conditions as the members decree
and the by-laws provide.
BY-LAW #2
The name of the club shall be the HALTON AMATEUR RADIO CLUB, herein after called
the club.
BY-LAW #3
The executive shall consist of a PRESIDENT, VICE-PRESIDENT, SECRETARY and TREASURER.
Such executive members shall be elected each year at an ANNUAL GENERAL MEETING.
Other appointments may be made at the discretion of the members.
BY-LAW #4
The executive shall be elected for a term of one year but shall not be prohibited
from seeking office for a second term. However, no individual shall hold the
same office for more than two consecutive terms. Notwithstanding the foregoing,
the position of SECRETARY or TREASURER may be retained by an individual for
a period in excess of the above.
BY-LAW #5
If a vacancy shall occur before the ANNUAL GENERAL MEETING the members may
fill same by special ballot.
BY-LAW #6
Any or all executive member(s) may be removed from office by a three-fourths
vote of the general membership.
BY-LAW #7
All meetings shall be presided over by the President who shall conduct said
meetings according to the rules adopted by the members. He shall decide on all
matters coming before the meeting according to the rules of order. He shall
sign all official club documents and perform all duties that pertain to his
office.
BY-LAW #8
In the absence of the President the Vice-President shall assume the duties
of the President.
BY-LAW #9
The Secretary shall keep all minutes of the general meetings and the executive
meetings and shall read all correspondence at meetings and answer according
to the wishes of those present.
BY-LAW #10
The treasurer shall be responsible for recording all funds received by the
club and shall keep a record of all expenditures approved by the members. It
shall further be the treasurer's duty to keep an up-to-date roster of the membership
and to be sure such is available at every general meeting. He shall provide
a financial statement at the ANNUAL GENERAL MEETING.
BY-LAW #11
All Club documents or financial papers in the possession of any executive member
shall be turned over to his/her successor(s) at the expiration of their term(s)
of office.
BY-LAW #12
No executive officer shall expect or receive financial consideration for the
execution of his/her duties on behalf of the club.
BY-LAW #13
Each meeting shall consist of a quorum when two-thirds of the paid-up members,
or twelve whichever is less, are present and no business shall be conducted
unless such a quorum is present.
BY-LAW #14
Voting on any matter shall be by simple majority unless specified by an amendment
to this by-law.
BY-LAW #15
No Business shall be carried on unless three executive officers are present.
BY-LAW #16
In the event of dissolution of the HALTON AMATEUR RADIO CLUB, all properties
in the club name and all assets are to be distributed equally to the membership
of the club at the time of the dissolution, with the exception of the items
listed on the attached addendum.
BY-LAW #17
Any amendments to these by-laws may be made by two-thirds majority of the members
present at any GENERAL MEETING provided such amendment(s) are presented one
month in advance, at a properly constituted meeting.
BY-LAW #18
Membership shall be permitted on the following basis :
* ACTIVE MEMBER - This person shall be eligible for office and may cast votes
on matters affecting the club. Dues shall be $25.00 per annum.
* HONOURARY MEMBER - May be elected by the executive officers, for a one year
term, but shall not hold office nor be required to pay dues. The title of HONOURARY
MEMBER shall be bestowed on anyone for meritorious service to the Club and its
members.
* ASSOCIATE MEMBERSHIP - Shall be granted to any paid -up member who for valid
reasons may be unable to participate fully in any club activities but who may
wish to support the HALTON AMATEUR RADIO CLUB in its endeavors. Such persons
desiring ASSOCIATE MEMBERSHIP may make application to the TREASURER to be acted
upon at the next meeting of the executive officers. Dues shall be one half the
annual active members dues.
* FAMILY MEMBERSHIP - Application may be made for FAMILY MEMBERSHIP by any
person residing at the same address as an active member provided family ties
can be established to he satisfaction of the executive officers. Dues for such
membership shall be one half the rate of the Active Members dues.
BY-LAW #19
Dues shall be payable whether or not a member attends all constituted meetings
or activities and if dues become in arrears for the period of two months or
more such member shall be removed from the club roster and lose all club privileges.
BY-LAW #20
All dues collected become the property of the club and shall be used exclusively
for club purposes.
BY-LAW #21
The club year shall commence on the date of the first general meeting in September.
BY-LAW #22
The ANNUAL GENERAL MEETING shall be held on the last regularly scheduled club
night in the month of MAY.
BY-LAW #23
No member shall be eligible for executive office unless he/she is a paid up
active member.
BY-LAW #24
All executive meetings shall be held at the discretion of the President.
BY-LAW #25
Upon retirement the President shall automatically remain on the board of executives
for a term of one year in the position of PAST PRESIDENT.
BY-LAW #26
Any executive officer who is absent without sufficient reason for two consecutive
meetings of executive committee shall have been presumed to have vacated his/her
office.
BY-LAW #27
Any paid up member may be removed from the club rolls for just and sufficient
reason. A quorum of the membership is necessary to hold a disqualification vote.
BY-LAW #28
The executive committee shall appoint a TRUSTEE for such call(s) from among
those members who hold an Advanced Licence from the Department of Communications
and it shall be the duty of the said Trustee to ensure the proper use of such
call(s) and equipment which will include the determination of times of operation.
BY-LAW #29
The executive committee shall appoint a custodian of all club equipment whose
duty shall be the proper maintenance of such equipment, drawing upon such talents
of the membership as may be required.
BY-LAW #30
The presiding officer shall be hereby authorized and responsible for the enactment
of these by-laws. Any major offense or persistent minor offense shall be judged
by the executive officers of the club.
